What’s new in 2025

Change in minimum wage and minimum social security income

The new year begins without adopted budget laws, which has led to an unusual situation – two different minimum wages are in force, with old minimum and maximum insurance thresholds.

The minimum wage for the country in 2025 is 1,077 leva. This is an increase of 15.4% compared to the previous year. However, for civil servants working on a service contract, the minimum wage remains 933 leva until the adoption of a new budget.

The reason for the different minimum wages is that for the country it is determined by a decree of the Council of Ministers promulgated in October 2024, but for civil servants the minimum wage is specified in the law on the state budget, which is still missing. That is why its old amount of 933 leva remains in force.

Until the adoption of the new law on the state social security budget, the minimum social security income for the self-insured, the minimum social security thresholds and the maximum social security income remain at their old levels from 2024.

Start of the tax campaign for individuals

From January 10, 2025, the submission of individual income tax returns for 2024 begins.

This year too, declarations will be able to be submitted at the NRA offices, by mail and electronically.

Pre-filled data

According to the National Revenue Agency, in 2024, over 707,000 people filed annual tax returns for their income from the previous year. About 85% of them did so electronically through the National Revenue Agency’s Electronic Services Portal. In order to file your return online, you need an NRA PIN or an electronic signature.

In March, the pre-filled personal income tax return will also be available on the same portal. Through it, you will be able to take advantage of the pre-entered information about income received from employment relationships, civil contracts, fees, subsidies to farmers, income from internet sales for profit, etc.

How can you use a tax discount?

If you file your return electronically and pay the tax due by March 31, 2025 inclusive, you will be able to benefit from a 5% discount on the (additional) payment tax.

The maximum discount amount is 500 BGN.

To benefit from it, it is mandatory that you have no unpaid public debts.

Deadline

The deadline for submitting the annual tax return for income received in 2024 and using tax breaks for this income is April 30, 2025.

Tax breaks for children and children with disabilities

Over 470,000 parents benefit from the tax relief for raising a child every year. During last year’s tax campaign, over 186,000 of them used the tax relief by filing their annual tax return. The rest benefited from the amounts for children directly through their employers.

The amount of the most common tax relief will remain the same in 2025 – an amount of up to BGN 600 for 1 child, up to BGN 1,200 for two, and up to BGN 1,800 for 3 or more children. Parents raising children with disabilities can benefit from both reliefs simultaneously.

Declarations for traders

From March 1 to June 30, 2025 is the period in which those operating as traders, sole proprietors and farmers should submit their declarations.

The same is the deadline for companies to declare corporate tax, tax on expenses, tax on the income of budget enterprises, and tax on the activity of operating ships.

The deadline for paying these taxes is June 30, 2025.

Declaration of inactivity

Companies that did not carry out activities in 2024 must submit a declaration under Art. 38, para. 9, item 2, letter “a” of the Accountancy Act by 30.06.2025. This is the so-called declaration of lack of activity. It is submitted once, in the first year in which the legal entity was not active.

Until September 30, 2025 is the deadline by which traders should publish their annual financial report for 2024 in the Commercial Register.
